BILL NAPIER
Bill dedicated 25 years to the Winnipeg Police Service (WPS), where he served in various capacities, including 17 years in a leadership role within the Emergency Response Unit (ERU). In this position, Bill responded to critical incidents such as active shooter situations and armed and barricaded scenarios. His expertise contributed significantly to the development and facilitation of both functional and full-scale training exercises aimed at mitigating emergency situations and enhancing the operational readiness of his team.

Throughout his tenure with the WPS, Bill pursued advanced training opportunities. He trained with the Federal Bureau of Investigation (FBI) in the United States, collaborated with the Canadian Armed Forces in Manitoba, and attended courses at the Canadian Police College in Ottawa. Additionally, he studied emergency management at the Canadian Emergency Management College in Arnprior, further broadening his skill set in managing complex and high-risk scenarios.
In addition to his policing career, Bill spent 14 years with Manitoba Public Insurance as a member of the Special Investigation Unit. In this role, he helped mitigate risk for the people of Manitoba and safeguarded the financial integrity of the province’s auto insurance system by investigating and addressing potential threats to the system’s stability.
Over the course of his career, Bill has contributed his knowledge to international projects as well. He has held contracts with the North Atlantic Treaty Organization (NATO), where he taught best practices in Emergency Management to government officials in Ukraine and Hungary. Domestically, Bill works with a diverse range of clients, providing exercise design and operational expertise for functional and full-scale training exercises.
Bill’s training and educational activities extend across Canada, where he collaborates with municipalities, businesses, and First Nation communities. His services include designing and facilitating exercises, as well as delivering specialized training and education in emergency management and response.
