BILL NAPIER

Bill Napier was employed with the Winnipeg Police Service for 25 years and spent 17 of those years working in the Emergency Response Unit. He has trained with the RCMP and the FBI on the police response to Armed/Barricaded and Active Shooter scenarios; and, he has vast experience in developing and executing functional emergency management training exercises that examine and validate the capabilities of all participants. Bill also worked with Manitoba Public Insurance for 14 years in the Special Investigation Unit conducting criminal and civil investigations and risk mitigation.

Bill has trained at the Canadian Emergency Preparedness College and the Canadian Police College in Ottawa and with the Federal Emergency Management Agency (FEMA) in the USA.

He has worked in the Ukraine with NATO as a session instructor educating government officials on all aspects of emergency preparedness and programming and has taught and exercised emergency management programs in Manitoba municipalities and First Nation communities.

In addition to being a Director with Napier Emergency Consulting (NEC), Bill currently works with the Manitoba Disaster Management Conference (MDMC); volunteers for the Manitoba Association of Municipal Emergency Coordinators (MAMEC) and is a member of the International Association of Emergency Managers (IAEM).
